Mr. Sumner came here for a snowmobiling vacation with eight family members. They planned months ago to rent snowmobiles and drive on their own to watch Old Faithful erupt. But when they arrived in Bozeman, Mont., on Thursday they found out about the judge's order and had to scurry to hire a guide, who offered more expensive snowmobiles, at an additional cost of $60 per person per day, for two days.
Email Account "I think it stinks," Mr. Sumner said. "It's bad for business, it's bad for tourists, and it borders on being unethical."
Sending Email It was a similar story all over this town, which has as many snowmobiles on the street as cars. While the big season here is summer, winter has been growing in importance.
Reading Email After the court ruling on Tuesday, many people canceled their trips, and at least 20 people have been laid off by local businesses, Mayor Johnson said. Some businesses say they will not open for the winter now, and for many of those that do, the outlook for the week after Christmas, normally one of busiest of the year, appears bleak.

Email Software Officials at Xanterra Parks and Resorts, which owns many of the concessions in and around the park, estimate that 6,000 people who planned to come in on snowmobiles by themselves are changing their plans, either by finding a guide, booking a trip on a snow coach or simply canceling.

Stoping Spam "I would like to see snowmobiles eliminated from the park completely," said Cynthia Lawson, a cross-country skier from Bozeman. "Our parks are an absolute treasure, and to have these disgusting machines is terrible."
Block Spam This is the first year that the number of snowmobiles in the park have been regulated. But until the judge's ruling, it was the Bush administration's rules that were to have been the first enforced.
Spam Emails Previously, the number of snowmobilers in the park averaged 840 a day, but went as high as 1,650 on some holidays. Last year, on some days here, at the busiest snowmobile entrance to the park the air pollution was so bad that park employees wore respirators.
Email Account Under the Bush rules, many of the most polluting machines were being phased out and replaced with cleaner-burning equipment. But the Clinton rules do not require the less-polluting machines because they were drawn up before the improved technology was available.

"They're harmful to park employees because they pollute, they are noisy, and for other users they compromise the experience of the silence and solitude, which are hallmarks of the winter landscape in Yellowstone."
Storing Email Under the Clinton administration, the National Park Service conducted a three-year study in the 1990's and came up with the plan to phase out snowmobiles starting in 2000, with a complete ban set for 2003. The Bush administration supplanted the Clinton phaseout plan.
Email Software But if the ruling by the judge, Emmet Sullivan, stands, it will mean that the ban on snowmobiles will go into effect in 2005. There would be reduction of snowmobiles in the park under the Bush plan.

Fight Spam "The ruling was legally and factually erroneous," said Pat Crank, the Wyoming attorney general, who filed a notice of appeal with the United States Court of Appeals for the District of Columbia Circuit, and filed a motion asking Judge Sullivan to stay his ruling.
